INSPIRE ist die Abkürzung für Infrastructure for Spatial Information in Europe.

Dabei handelt es sich um eine Initiative der europäischen Kommission mit dem Ziel, eine europäische Geodaten-Basis mit integrierten raumbezogenen Informationsdiensten zu schaffen. Beabsichtigt ist die Verabschiedung einer EU-Richtlinie, die die Mitgliedsstaaten verpflichtet, stufenweise interoperable Geobasisdaten (zunächst zur Topographie) sowie Geofachdaten (zunächst zur Umwelt und Landwirtschaft) bereit zu stellen.

Kritische Stimmen merken an, dass mit INSPIRE die Geodaten für die Öffentlichkeit nur beschränkt zugänglich sind. Während in den USA Geodaten gemeinfrei sind, so sollen die Datensätze in Europa von staatlichen Ämtern zu hohen Lizenzgebühren vertrieben werden. Hauptargumente der INSPIRE Gegner sind die Monopolisierung der Nutzung und somit Wettbewerbsnachteile und Arbeitsplätzeverlust.

INSPIRE (Infrastructure for Spatial Information in Europe) is a recent initiative launched by the European Commission and developed in collaboration with Member States and accession countries. It aims at making available relevant, harmonised and quality geographic information to support formulation, implementation, monitoring and evaluation of Community policies with a territorial dimension or impact.

INSPIRE is a legal initiative of the EU that will address technical standards and protocols, organisational and co-ordination issues, data policy issues including data access and the creation and maintenance of spatial information.
